I think that the quoted statement in your post is true and is in part down to New Labour policy...but...the following is also true and is also down in part to New Labour policy:
the world is weaker, meaner and worse than in 1997
Yeah, I think you're right. Domestically things are better, internationally they're worse... environmentally, global security-wise, HIV... it goes on. New Labour's certainly played its part in this. It would have been worse under the Tories, but that's not nearly enough cause for celebration.
